Default Steering problem

I have a 99' Camry, 4cyl. After driving through any amount of standing water the steering wheel locks up and will not turn left or right. Not sure if it is a power steering issue or not but it is getting dangerous. Any help would be greatly appreciated.

It sounds like you're getting hydro-lock, but I can't figure how that could happen. If water is getting into the PS system the fluid would show it by being a milky color. I suspect the system is not locking up but just very stiff as if you had no PS pump. I'd check the PS pump belt for tightness. It may be just loose enough that water will cause it to slip and reduce the pump pressure and flow.
